| Mission
The Office of the Deputy Mayor for Planning and Economic Development (DMPED) supports the Mayor in developing and executing the District's economic development policy. The Office was established in 1999, pursuant to Mayor's Order 99-62. As described in the Mayor's Order, the purpose of the Office is to assist the Mayor in the coordination, planning, supervision, and in some cases execution of all programs, policies, proposals, and functions related to economic development in the District of Columbia. DMPED also advises the Mayor on the most effective allocation of public resources devoted to economic development. Functions:
The Deputy Mayor for Planning and Economic Development serves the Mayor in three separate, but related, roles:
- Oversees and coordinates execution of the District's economic development programs and projects -- The Office of the Deputy Mayor sets development priorities and policies, coordinates how the District markets itself to businesses and developers, and recommends and ensures implementation of financial packaging for District development, attraction, and retention efforts. For example, DMPED in cooperation with the Chief Financial Officer is responsible for carrying out the District's tax increment financing (TIF) program and works with the Washington DC Economic Partnership, a public/private partnership, to market the District to the business and retail community.
- Represents the Mayor to businesses, developers, and other government agencies -- In this role, the Deputy Mayor attends meetings and events on behalf of the Mayor. DMPED is responsible for managing relations with a variety of constituents who operate primarily outside the government - businesses, developers and industry associations. DMPED plays an important role in explaining the policies and actions of the government to the business community, interpreting and communicating the needs of businesses to government officials and forging partnerships between government and business that promote economic development throughout the District of Columbia.
- Manages the executive agencies responsible for economic development -- Under the Deputy Mayor system, the directors of several agencies report through the Deputy Mayor for Planning and Economic Development. These agencies comprise the Cluster Group for Economic Development and have functional responsibility for planning, housing, employment services, business development and regulation. The combined annual budget for the economic development cluster group exceeds $180 million. The Office of the Deputy Mayor is accountable for the performance of these agencies through its management and oversight functions.
